<p>In the state as a whole, early primary voters account for about 40 percent of the eventual vote total, said Kelly Fero, a leading Democratic strategist who is not working for either candidate. But in heavily Hispanic South Texas, where Mrs. Clinton is favored, the proportion is reversed, Mr. Fero said. If the Democratic momentum is moving in Mr. Obama’s direction, as polls suggest, the votes Mrs. Clinton has been able to bag early will prove particularly important, he said.</p>

But the June issue of the prestigious industry journal Campaigns  Elections (the one with Barack Obama on the cover) honored someone a little closer to home - co-founder Jeff Hewitt, named one of the nation&#8217;s &#8220;Rising Stars of Politics&#8221; in the magazine&#8217;s annual review of top talent around the country.</p>
<p>&#8220;Jeff Hewitt, 35, is a co-founder and partner in Fero Hewitt Global, a general and fund-raising consulting firm ranked as the top Democratic firm in Texas&#8230; Fero Hewitt served as general consultants to state Rep. Donna Howard, who won a special election in a 58-percent Republican district that is also home to Karl Rove.  The race was one of the hardest-won in Texas&#8230; [Hewitt&#8217;s] efforts have helped elect the first-ever Vietnamese-American legislator in Texas and more winning state House challengers in Texas than any other Democratic strategist in 2004. In 2002, his clients Tim Black for Ohio Supreme Court and John Sharp for Texas lieutenant governor raised more money than any other campaign in those states.  At age 20, Hewitt served as one of the five youngest paid staffers of the Clinton-Gore campaign, serving as the candidates&#8217; advance staff in 34 states.&#8221;</p>
